There was an update for the PBS app on the Apple TV and iOS devices that now allow users to stream select PBS stations from their device for completely free.

The only two ways to stream PBS outside of its app are through YouTube TV and Locast.
When streaming your PBS station through the PBS website, you will be able to use Picture-In-Picture while streaming. It is supported on the website’s web player. You can go to the link pbs.org/livestream to access the free livestream of the station.
