Earlier this year, the state body operating India’s biometric system, UIDAI, asked the IT ministry to engage with leading tech giants. Their goal was to make the pre-installation of the Aadhaar app mandatory on all smartphones sold in the country. This app connects to a national system used by over 1.34 billion residents for identity verification in banking, telecom, and travel. However, forcing this software onto tightly controlled iOS devices immediately raised red flags in Cupertino for iPhones.
Apple and Samsung were particularly vocal about their concerns regarding user safety and device security. Furthermore, smartphone makers pointed out that such a mandate would drastically increase their production costs. Manufacturers would have been forced to run completely separate production lines for iPhones sold in India versus those built for the global export market. For a company like Apple, which prides itself on a unified hardware and software ecosystem, this logistical fragmentation was highly problematic.
Fortunately for the tech industry, India’s IT ministry reviewed the proposal and decided against it. Following consultations with electronics industry stakeholders, the government officially dropped the pre-loading requirement. While the official statement did not provide a specific reason for the reversal, a senior official noted that the ministry generally does not support forcing apps onto devices unless absolutely essential. This marks the sixth time in two years that the smartphone industry has successfully pushed back against state app pre-installation requests.
This rollback is also being widely celebrated by digital rights groups and privacy advocates.
