Apple today has released iOS 13 Beta 3 to Developers. According to release notes that was just released on the Apple Developer documentation page, the beta is currently not available for iPhone 7 and iPhone 7 Plus.

It is currently unknown when the third beta will be available for the iPhone 7 and iPhone 7 Plus, but we will keep you updated if Apple releases it.
